摘要
This paper examines how US export control affects innovation of firms in China. The estimation results show that US export control can hurt the innovation of Chinese firms in the controlled industry, but the firms closer to the technology frontier are better able to mitigate this negative impact. US export control can also have a positive innovation effect in the upstream of the controlled industry, and this effect is more likely to occur in firms far from the technology frontier. The impact of US export control on firms in the downstream of the controlled industry shows heterogeneity, which stimulates innovation of high-tech firms but reduces innovation of medium and low technology firms. The decline in the proportion of export license applications to China in total applications is the major factor affecting firm innovation in China.
